[1] Huw Irranca-Davies: Good afternoon and welcome to this session of the Constitutional and Legislative Affairs Committee. We have several items ahead of us, but if we can begin, first of all, with apologies. We have apologies from Nathan Gill. That’s the only apology, I believe—otherwise, none. Normal housekeeping issues to do with fire alarms and bilingual translation are in front of you.

[2] Huw Irranca-Davies: And we can move on to item No. 2, instruments that raise no reporting issues under Standing Order 21.2 or 21.3. Under this, we have two negative resolution instruments. They are both statutory instruments with clear reports: SL(5)056, the Regulation and Inspection Social Care (Wales) Act 2016 (Consequential Amendments to Secondary Legislation) Regulations 2017; and SL(5)059, the Education (Student Support) (Wales) Regulations 2017. Now, as I say, they are clear and there are no reporting issues. Are we happy to note them?

[6] Huw Irranca-Davies: In which case, we move on to item No. 3, instruments that do raise issues to be reported under the Assembly under Standing Order 21.2 or 21.3. And we have a negative resolution instrument, SL(5)061, the Noise from Audible Intruder Alarms (Wales) (Revocation) and Control of Noise (Codes of Practice for Construction and Open Sites) (Wales) Order 2017. Now, we have in the papers the report, the Government response, the Order and the explanatory memorandum, and perhaps I could ask, Gareth, whether you want to make any comments on this and observations on why this has been drawn to our attention.

[7] Mr Howells: Nothing really to add to what’s in the report. This Order was made on 24 January, and then it took nine days before the Order was laid before the Assembly.

[8] Huw Irranca-Davies: Okay. So, there’s been a slight and unusual delay in publishing it or laying it. The Government have responded and they note that the delay is due to an unfortunate administrative oversight. Are we happy to note that?

[11] Huw Irranca-Davies: And then we can move to item 4. We have a paper to note at the back of your pack. This is the launch of the Procedure Committee of the House of Commons inquiry into delegated powers in the great repeal Bill. If we can note that paper—it’s the launch of the Procedure Committee’s inquiry. Unless anybody has any particular comments at this moment, we can simply note it. Okay, we’re content with that. And, in which case, with that very short order of business today, we can move on to close the business. The date of the next meeting will not be next week, but Monday 27 February. Thank you very much.
