[1]          Huw Irranca-Davies: Welcome to the Constitutional and Legislative Affairs Committee meeting of Monday, 7 November. We will move straight into item 1. We have apologies from Dafydd Elis-Thomas; otherwise, no apologies—all committee members are here. No other declarations of interests, substitutions, and so on.

[2]          Huw Irranca-Davies: So, we can move straight into our first item, which is the instruments under Standing Order 21.2 or 21.3. We have two in front of us today. We have, first of all, SL(5)022, the Residential Property Tribunal Procedures and Fees (Wales) Regulations 2016, which is a negative resolution instrument with a clear report, and also SL(5)023, the Regulation of Private Rented Housing (Rent Repayment Orders) (Supplementary Provisions) (Wales) Regulations 2016, again with a clear report. The papers were circulated before the meeting. Do we have any comments on them?

[5]          Huw Irranca-Davies: We now move on to the papers to note. We have paper 2, correspondence from the Committee to the Cabinet Secretary for Finance and Local Government of 21 October 2016. We have the response from the Cabinet Secretary for Finance and Local Government to the committee of 1 November, where he replied to the points that we raised. There were two substantial points, but he replied in detail. We also have paper 4, the correspondence from the Cabinet Secretary for Finance and Local Government to the committee—the annex—as well. It’s quite a detailed response that he’s sent to our points. Any comments from the committee members?

 

[6]          David Melding: It will inform us in private discussion, I think, on the actual reports.

 

[7]          Huw Irranca-Davies: Yes, certainly. We’ll come back to that. There we are; thank you. So, we note the correspondence.

that the committee resolves to exclude the public from the remainder of the meeting in accordance with Standing Order 17.42(vi) and 17.42(ix).

[8]          Huw Irranca-Davies: On that basis, because we will return to that in private session, we can now, if the committee is content, move into private session under Standing Order 17.42(vi) and 17.42(ix).
